The Zero programme
(15.03.2007) Zero is an anti-bullying programme which schools can use to prevent and reduce bullying.
Approximately 10% of the pu-pils in compulsory schooling in Norway are involved every week or more often in bullying, either as victims or as bullies.
Many others are affected occa-sionally and countrywide studies show that bullying is increasing.
In Norway, there is an Educat-ion Law which aims to secure pupils a positive school envir-onment. According to this law, children and young people have the right to grow up and learn in a bullying-free environment.
Schools in Norway therefore have a duty to take action whenever bullying occurs.
